• The business and consulting group together evaluates any software available on the market that can satisfy all or part of the business problem
  
• The business and consulting group works together carefully analyze underlying problem (such as Tax Code) and designs and tests new system(s) together
  
• Application Service Provider contract is established based on per transaction or percent of yearly revenue basis

• All off-the-shelf solutions (for purchase solutions – less then $1,000) do not provide correct results
  
• Off-the-shelf solutions are not capable to support business problem or they may support less then 10% of required functionality
  
• Off-the-shelf solutions can not be modified to fully satisfy /automate the problem.
  
• The main determination is made if the entire problem can be fully automated via software and probability of result accuracy if it is tried (objective is to be involved only in solutions where the process requires professional assistance during the process to complete it correctly)
